Description:  Not a blown bulb, but a blinking green, the dispatcher has given 90W a absolute clear, meaning nothing ahead, nor scheduled on the Tier as the trck department looks on next to the temporary dispatchers office in Owego Ny. Note it resides next to the old Erie station in Owego, now a resturant and tavern.
